About ICARUS
ICARUS is a joint research initiative between the Ralph O'Connor Sustainable Energy Institute (ROSEI) at Johns Hopkins University, NSF Global Center EPICS, and the Johns Hopkins Applied Physics Laboratory (APL), supported by a Johns Hopkins Discovery and Nexus Awards.
Our Mission
Make energy policy analysis accessible to all stakeholders.
States, NGOs, private sector, media organizations, universities, and other stakeholders often lack the technical expertise and computational resources to conduct rigorous energy policy analysis. The ICARUS initiative bridges this gap by providing expert analysis using our comprehensive ICARUS-PJM dataset and advanced modeling capabilities. In addition to our analyses, we provide recommendations for real-world policy implementation (if requested).
All analyses are provided free of charge. We welcome reasonable requests that align with our mission to support informed energy policy decisions. Numerical analyses typically require 1–2 days to 1–4 weeks, depending on the complexity of the problem, though we may be able to accommodate faster turnarounds when needed and motivated by the requester. Qualitative analyses that do not require extensive numerical simulations can generally be completed more quickly. Media requests can usually be handled on the same day.

How It Works
- Submit Your Problem Description: Fill out the form below describing your energy system or policy challenge. We appreciate detailed descriptions but understand in some cases it can be difficult to pinpoint specific issues. In such cases, describe the problem to the best of your ability and our team will follow up with questions to help clarify and narrow down the challenge.
- Expert Analysis: Our team analyzes your problem using the ICARUS-PJM dataset and modeling framework. We will let you know whether we can accommodate your request and how we plan to do it, based on the request's urgency indicated below and our availability. To help us respond sooner, when possible, please indicate your desired output format such as a brief, case study, policy recommendation, or other deliverable type.
- Receive Results: We deliver a concise brief with numerical results and actionable insights tailored to your timeframe.
- Implementation Strategy: Based on results and your interest, our team may prepare an implementation strategy to guide practical application of the findings.
